Usage:
At the beginning of the fight I cast "Incoming!" and "Stand Your Ground!". Recast as each recharges. When I build up enough adrenaline I add "Watch Yourself!" to the mix. Continue to build adrenaline and keep "Watch Yourself!" up at all times. Use Blazing Spear if you have extra adrenaline.
Notes:
I use the skill set without "They're On Fire!" and Anthem of Flame.
I love this build. When all 3 shouts are up I usually take < 5 damage per attack. With only 2 shouts up i'll usually take no more than 10 damage per attack.

Summary:
So you are pretty much a party wide damage buffer. This build focuses on keeping as many enemies on fire as possible for as long as possible, while alternatively FURTHER buffing party member damage. Through all this you are helping negate some dmg with the 40% damage reduce from all foes on fire. Soldiers Fury and Natural Temper are for quick and immediate adrenaline buildup so you can spam your own spear attacks, GftE, and keep Natural Temper up. Your fuel for Blazing Finale comes from the 3 party-wide shouts that you will be spamming, 2 of which are quick initiators since they will end when the target ally uses an attack skill. Use Blazing finale on melee allies upon aggro, then as it recharges spam on other allies that are adjecant to enemies. With this usage you should be keeping all nearby foes on fire nearly at all times in conjunction with Anthem of Flame.
Notes & Concerns:
Skill cutoffs were taken into account: GFTE is just above the 60% mark, and Leadership is at 12 specifically to get just above 40% on "They're on Fire!", full 30 seconds on Soldier's Fury, full 30 seconds and 3 second burning for Blazing Finale and Anthem of Flame and 9 second duration for Natural Temper.
Energy consumption is actually not an issue since you will constantly be regaining +6 energy for EACH shout that you spam. I never really have an issue. However, my pool of energy is 40, using 5 Radiant Insignias and a Rune of Attunement.
No self heal: Possibilities to replace an attack skill with Leaders Comfort.
No rez: I often do not need a rez in a full henchy/hero party, but can take out an attack skill or Natural Temper or Anthem of Flame for Rez.

Well, the build is of course not perfect, so i would greatly like feedback. Keep in mind i have only tested this in PvE with full henchy/hero group and have steam rolled well so far even in the RoT. Anyway, i just find i like to burn things with my paragon...

this is an excellent bp for tombs and can stack with spirits and orders.
a r/p can do this as well but may have a problem with energy and lower armour as well as not as effective shouts.
teams of bp will love you if you play it well.
the only down side is finding a bp pug...non core discriminators

Here's a PvE build I made.
Edit*: I suggest checking out my better spear build a few replies down.
Profession: P/R (Or any Secondary)
Name: Spear/Self healing
Type: PvE (I don't know how it works in PvP yet)
Category: Tank - hard hitting
Attributes:
Spear 12+1+2 (15)
Motivation 6+1 (7)
Leadership 7+1 (8)
Wilderness survival (9) Or you can put these 9 points into whatever secondary you like.
Skills Set Spear of Lightning, Unblockable throw, Blazing Spear, Mighty Throw, Storm Chaser, Aggressive refrain, Signet of Synergy, Leader's Confort.
Summary: The first four skills generally add damage (two of them will add +40 at 15 spear mastery) giving a nice hard-hitting combo to completely anihillate your enemies. Blazing spear is especially neat since it only takes 2 strikes of adrenaline and sets your target on fire. The storm chaser (ranger) skill is moslty used for skill, which is generally unnecessary in PvP, and just helps get around the PvP area faster. Storm Chaser can also be replaced with troll ungent or apply Poison. The Signet of Synergy is really nice at 7 motivation, where it will heal a target ally, and as long as you are under no enchantments, it will heal you as well for the same degree. It's almost like orison of healing. SoS can also be replaced by another spear skill or something of your choosing. Aggressive refrain, again, is also slightly option but it definately helps build up adrenaline (and energy as well if you have a zealous weapon.) Leader's comfort is a self healing skill that heals more for each ally that's around you. (and in parties of 8, this is great.) It heals up to a max of 140, and it works as a Healing signet without having to be completely max.
Notes & Concerns: Again, This is purely PvE I think (As a pure PvE player) and this has worked for me really well

usage: use hekets rampage first building up adren...when your pet is on enemy and your blazing spear is charged use, ...poisonous bite...barbed...blazing..and disrupting when needed.... use heal as one as much as you can to keep pressure off healers

My last build was decent, but not enough into spear or leadership for maximum effect. I realised that the wilderness survival was virtually useless, so here's a pure spear paragon that is a LOT more effective:

Leadership - 13 (12+1)
Skills Set (When I figure out how to do the mouse over thing, I will...)
Spear of lightning, Unblockable throw, Blazing spear, mighty throw, cruel spear [E],
Signet of Synergy (optional), Leader's comfort, signet of Return. All respective to this image:
Summary: The first 5 skills are obviously spear skills, most give 20-40+ extra damage, so spam them as much as you can. Recommended spear: Eshau's spear, as it will manage your energy effectively, giving you the ability to spam the spear attacks some more (some of these are even adrenaline based so, any kind of Adrenaline-boosting skill would be good to replace signet of synergy. When I find it, I will use it and edit this build.)
Use Cruel Spear[E] when an enemy is standing still to get the deep wound on them. The Unlockable throw is especially useful versus kournan bowmen. Leader's comfort is your self healing (Though as a ranged attacker, I avoid aggro and damage altogether, so LC should be all you really need.) And Signet of Return Is your re-useable ressurect. Again Sig of Synergy Should be replaced with something to help your adrenaline along, HOWEVER, since kournan's often times summon "infuriating heat," you get adrenaline twice as fast (and yet, so do the kournans.)
Notes & Concerns: Unless you have a couple runes of attunement, the -5 energy that Eshau's spear gives may deal a good hit to your energy. But the spear has a pretty nice attack speed, and I've RARELY had any energy problems yet.
Also, I also do a good job avoiding direct damage, so I'm not sure how this build could handle a frontal assault. Though with max armor and one or two armor boosting insignias, that SHOULDN'T be too much of an issue.

weaknesses: no snare or increased speed... so you must rely on allies for that...and of course the normal melee problems (blind cripple.. etc)
usage: start out with a sheild and spear...gain a bit of adrenaline... when your ready... pick target and switch to hammer... and pound away.... keep spammin gfte and hammer bash
variations: you can replace irresistable blow or leaders comfort for [card]rush[/card]
~benefits of being para primary:
1. the skill awe...
2. the ability to spam knock downs like no other primary (increased attack speed+focused anger+bash= mayhem)
3. higher base armour than ranger
4. because they look so funny when swingin melee weapons

This is pretty elementary but... I have this template saved in my builds list because it is just so flexible with so many different builds... so here you go:

The purpose of this template is to create a flexible build that allows you to take any primary/secondary paragon elite and do well...as a ranged damage dealer/suport character...
If the desired elite requires no investment in attributes I would recommend switching [card]anthem of flame[/card] for [card]"go for the eyes!"[/card] and invest in command for the sheild...

Here are some suggested skills to put in the 'optional' slots...

[card]"you're all alone!"[/card] and [card]barbed spear[/card] This is nice to slow down and punish melee as well as give you the opportunity to take WYS and 10 tactics = sheild (only requires investment with w.y.s.)
[card]plague signet[/card] and [card]wearying spear[/card] this one also does not require 'much' investment. (so switch to command)
[card]signet of removal[/card] and [card]dwayna's sorrow[/card] you can also use guardian with this elite...its just a different way to provide support
[card]Infuriating Heat[/card] and [card]"go for the eyes!"[/card] you just gotta keep the spirit away from the battles...
or use an elite that does....such as:
[card]ebon dust aura[/card] and [card]barbed spear[/card] blind bot. paragon style. (requires investment)
[card]weapon of fury[/card] and [card]splinter weapon[/card] this requires some changing around of some skills for emanagement...
[card]assassin's promise[/card] and [card]disrupting dagger[/card] for this one you could change out some skills as well...
[card]water trident[/card] and [card]conjure frost[/card] keep those enemies stationary... (switch out the energy attacks for adrenaline )
